Legality & the regulator
Is online gambling legal in Ireland?
Yes. It's legal, and for the first time it's being brought under Irish licensing. The GRAI began issuing remote betting licences on 1 July 2026; online casino licences are a later phase (2026–2027). Until the gaming category commences, casino sites serving Irish players typically operate under overseas licences such as the Malta Gaming Authority or UK Gambling Commission.
What is the GRAI?
The Gambling Regulatory Authority of Ireland — the independent regulator created by the Gambling Regulation Act 2024. It licenses operators, inspects premises, investigates alleged breaches of operators' obligations, and can impose fines of up to €20 million or 10% of turnover, suspend or revoke licences, and act against unlicensed operators.
What laws did the 2024 Act replace?
Principally the Betting Act 1931 and the Gaming and Lotteries Act 1956 — laws written long before online gambling existed. See our legislation guide for the full picture.
Licensing timeline
When do online casinos get GRAI licences?
The remote gaming category (which covers online casino products) is phasing in during 2026–2027, after remote betting. No operator holds a GRAI online casino licence yet — treat any claim otherwise as a red flag.
Can I still play on MGA- or UKGC-licensed sites?
During the transition, sites holding reputable overseas licences continue to serve Irish players. Once the GRAI's relevant licence categories are in force, operators targeting Irish players will need a GRAI licence, and operating without one will be unlawful. What happens to betting shops?
In-person betting licences commence on 1 December 2026, when high-street bookmakers transition from Revenue Commissioner permissions to GRAI licences.
Players & protections
What is the legal gambling age?
18 across Ireland, with mandatory age verification for licensed operators. Some members' club venues apply a 21+ house rule.
Can I gamble with a credit card?
No — the new framework bans credit card gambling and operator-facilitated credit. A site accepting Irish credit card deposits is a warning sign.
What if an operator won't pay out?
Licensed operators are obliged not to unreasonably withhold winnings. Complain to the operator in writing first. Note an important distinction: the GRAI investigates whether an operator has breached its obligations — it does not arbitrate your individual dispute or recover your money.
